I tweaked the the first post to fix the layout/formatting and also added the PSXDEV.NET download URL.
Like 'rama3' said, capture cards can be found on eBay, but they can give you some issues because they are extremely cheap in quality and functionality. Honestly, I'd just find a CRT Sickle (don't get something too old though because NTSC won't work for you then) and use that because if you're going to be making software like this you should have a decent screen/video output to work with
If room is an issue with the CRT or it's too hard to find, another idea is maybe you could setup a PayPal donations link to buy an OSSC or FrameMeister to use on an old LCD TV at decent quality for development
