General help for the PSY-Q SDK, such as setting the SDK up, compiling correctly, linking and debugging

I just noticed that the PSYQ.INI in Psy-Q_4.6.zip
will assume you installed PSYQ to E:\PSX\PSYQ. So if you will call psymake it wont find the C Preprocessor cpppsx
So if you get this error ... when calling psymake or ccpsx directly

Error : could not execute cpppsx
Bad return code - make aborted
... make sure you will look into PSYQ.INI first and check the listed directory paths against your path where you extracted PSYQ.

Thanks for mentioning that. I'll delete it soon and update it because that particular SDK archive is a huge mess of wrong directories and files.
