PSNee working on one PM-41 but not another

I have two PM-41 boards from PSone consoles, both SCPH-101 models. One is clearly a little different but all the PSNee pinouts appeared to be identical. I burned PSNee to a ATTINY85 in 2018 that is working great on one but not the other. I even went through the trouble of moving the older 2018 ATTINY85 to the new board and it still won't read backup games... Is my second board not compatible perhaps?

Disregard, it was the fuses that needed adjusted using avrdude
