PS1 SCPH9002 No video no boot. I need help.

Hello people, I need opinions about this 9002 ps1. Long time ago i was playing gt1 with it and it stopped a bit too long on loading screen (black screen) i resetted it and boom black screen. It was completely dead, tv gets a video signal it changes the input but no video no sound or anything. Laser turning the cd but cant go other than 1x speed because the system is not booting. What is your suggestions.

I tried these:
1)Checked fuses, all ok. Also voltage travels everywhere on mobo like it should be. Checked for burned, shorted components with multimeter but i cant find any.
2)I checked the bios pins when system powered on and compared to a working ps1 it looked normal.
3)I plugged composite cable on tv and touched the other side to the video filter capacitors it behaved like i plugged the cable normally. I knew it'll not work because the system is not booting at all how could be the video produced in this case.
4)I put pressure on bios, cpu, gpu and rgb encoder in case of cold solder. Also reflowed the bios IC but didnt worked.
5)I probably changed capacitors on board like 1 year ago because caps wasnt original. That didnt worked either.
6)swapped the psu from working ps1 but nope.
