BIOS installation concerns No$PSX

Hello everyone and been reading lately that this bios is quite complete and interesting so I was encouraged to sacrifice one of my PS1, the problem is that while I was removing the old bios it broke my. I tried to install the new bios and this one does not turn on I use a SST39VF040 with an adapter that I send to manufacture. the pins match and only without connecting the WE pin.

My query that I could have done wrong so that it did not turn on the console?.

The board is not making bad contact with any pin, there is also no continuity between pins

If WE is floating that can cause you issues. Have you tied it high through a resistor?
That's the only thing I can think of if you are certain the connections are correct.

What resistance value should I install, pin WE is direct to VCC 3.3v, practically followed the same pins except pin A19 which is not present on the chip

4.7kohm resistor should go just fine.
