What is the relation between Caetla and other software with similar looking user interface?

Hello everyone.

What is the relation between Caetla and other software with similar looking user interface?

I see that Caetla (through pics, haven't run it myself) has a very similar looking user interface to other software that runs on Action Replay style cartridges.

Same gray panel above blue background, same options (although with maybe different names), just one has a title with the word "Caetla" on it while others may have the word "Action Replay".

So what is going on really? Are they really different software or is one based upon the other? Which is the original?
