You can connect it to the Serial I/O port of the PSX but I don't think you can use it with a controller or memory card as they use an SPI-style protocol and is not compatible with the serial UART protocol.

Dev. Console: SCPH-7000 with SCPH-7501 ROM, MM3, PAL color fix, Direct AV ports, DB-9 port for Serial I/O, and a Xplorer FX with Caetla 0.35.

How Can I Connected Serial I/O port to psx ?

Connecting Tx, Rx and Gnd should be enough for serial communications without handshaking... Just make sure that the Tx and Rx lines are swapped between devices (ie. Tx goes to Rx and Rx goes to Tx).
