Sorry for the old bump (AFAIK there's no rule against it). In case anyone needs a psymake-compatible "makefile.mak", here's what worked for me:

# -----------------------------------------
# PlayStation 1 Psy-Q Makefile
# -----------------------------------------

all:
del memcard.exe
del memcard ...
