Cygwin Toolchain for PSXSDK

GCC : 5.2.0
Binutils : 2.26
psxsdk-latest-git

64-bit; Install in cygwin @ /usr/local/psxsdk

It's asking for a decryption key.
Any reason why no 32bit build? win32 is still being used.
I would love to see 3D in psxsdk to :mrgreen:

It has 3D support via GS functions. :mrgreen:
