SCPH-7502 and multiple laser troubleshooting frustration

Hi there,
I have a SCPH-7502 fitted with a Chinese laser assembly, and it attempts, but is not successful in getting to 2x speed. (The drive spins up, stops for a moment, retries, and then stops spinning completely; noises sound typical.) At this point I'm questioning both the console and the laser assembly: when a known good (another clone) laser is installed, I get nothing; when the 7502's laser is swapped out into another console, it also doesn't work.
Suggested next troubleshooting steps? I want to avoid touching the ribbon pot if I can help it, as I don't currently have access to an oscilloscope.
