I'm not sure if these are must-own but these are some good titles.
Castlevania Symphony of the Night
Descent
Mega Man X4
Legacy of Kain: Soul Reaver
Tony Hawk Pro Skater 2
There are so many more worth playing but we could be here all day going through the library.

Silent Bomber, Tail Concerto, the Lunar Games, Hover Racing, and Little Wing if we're talking rare to somewhat rare. Einhander is pretty rad. Megaman X4 is fun, but Sigma is brutal. Soul of the Samurai is cool. Resident Evil 2 and 3. Racing Lagoon seems cool, and the Japanese version of Ace Combat 3 is rad. FF7 and 8. I could keep going.
