Check the fuse on the mainboard. It's most likely blown.
Development Console: SCPH-5502 with 8MB RAM, MM3 Modchip, PAL 60 Colour Modification (for NTSC), PSIO Switch Board, DB-9 breakout headers for both RGB and Serial output and an Xplorer with CAETLA 0.34.

PlayStation Development PC: Windows 98 SE, Pentium 3 at 400MHz, 128MB SDRAM, DTL-H2000, DTL-H2010, DTL-H201A, DTL-S2020 (with 4GB SCSI-2 HDD), 21" Sony G420, CD-R burner, 3.25" and 5.25" Floppy Diskette Drives, ZIP 100 Diskette Drive and an IBM Model M keyboard.

No problem, but do not bypass it. You should really replace that fuse because the next thing that will fry is your CPU if a short or current draw overload happens.

Don't use a cable as a fuse. Use a real surface mount fuse like the original.

I am really looking for those fuses aswell. To be exact :

PS605 - 600mA fuse supplies 3.3V to controller ports.
S! PS605 1-576-259-21 LINK, IC 0.6A

PS602 - 800mA fuse supplies 8V to DualShock motors.
S! PS602 1-576-123-21 LINK, IC 0.8A

a DAMN PRO-TIP!!
Ordered a fuse and it STILL didn't worked? BEWARE THE BIOS DOES DISABLE CONTROLLER when ANALOG *IS* enabled <!>
I was going there to ask for help when I realized this damn fact!
Holy cow I have to solder the fuse back in >.<
