Problem using Wituz's constants libary

Problem using Wituz's constants libary

I am using the latest version of constants.h and have tried compiling his own code to see it working for myself, but it comes up with this messsage. I've checked and a TEMP folder is still there but doesn't have a PQ4 archive as mentioned in the error. It seems to be about the LIBDS.H from the psy-q libaries but I don't see how that could be of fault, as I haven't edited it in any way. I'm referring to the code and libaries associated with Part 9 of his tutorial on cd streaming. :?

LibDS isn't included in your library path. Edit PSYQ.INI in the BIN directory and add it and also ensure you have the correct header included in your C code.
Development Console: SCPH-5502 with 8MB RAM, MM3 Modchip, PAL 60 Colour Modification (for NTSC), PSIO Switch Board, DB-9 breakout headers for both RGB and Serial output and an Xplorer with CAETLA 0.34.

PlayStation Development PC: Windows 98 SE, Pentium 3 at 400MHz, 128MB SDRAM, DTL-H2000, DTL-H2010, DTL-H201A, DTL-S2020 (with 4GB SCSI-2 HDD), 21" Sony G420, CD-R burner, 3.25" and 5.25" Floppy Diskette Drives, ZIP 100 Diskette Drive and an IBM Model M keyboard.
