USA and Hong Kong (Asian) BIOS files -- How different?

Subject line states the question.

I am sure that the SCPH-5903 has its distinctions, but in general, what is different about the BIOS files of a US and its equivalent HK console? They both display English and run in NTSC. I may be talking over my head, but I thought region in not encoded in the BIOS.

If you have a SCPH-5000, and then swap in the bios from an SCPH-5501, do you essentially have an SCPH-5503? (aside from multi-voltage power supply)

The only difference between the two is that it has additional routines for the internal VCD processing card.
