PS1 games were written in C and if you go to the homepage of this site you will find community made homebrew games with their source code included
Google around.. there have been reverse engineering projects on some of the tomb raider as well as source leaks (not linking them here).
Most games were written in C with some ASM here and there. N64 was similar.
If you want to see the tools used they used a lot of the standard development kits which you can download from various places such as archive.org etc but developers often used some of their own in house tools to help with development.
