SCPH-1001 starts spinning but then stops

I can't get past the white screen. I adjusted my bias between 1.5V and 1.7V and none of the settings seemed to change anything. I know there are 4 different pots on it to try to adjust but it could take hours upon hours to find the settings it likes. I had to translate the one French guide to English but some things didnt't make senses. the optical drive is an ACM

It's quite possible, especially on a console that old, that the optical pickup is simply dead. If you can get hold of a PSone then try plugging the -ACM into it and see if it works (the PSone has automatic servo adjustment) - if it doesn't work, then there is basically no chance of it working in a SCPH-1001. Note that the converse is not necessarily true - a pickup may have enough signal to operate in a PSone without being capable of working in the older consoles because the new CD electronics is more tolerant of poor signals.
