Is it possible to develop an app that runs Namco System 11 ROMs onto a PS1?

I know, this may be a weird question. Of course it's impossible to run Namco System 12 games on retail PS1 hardware since that arcade system has a higher CPU clock frequency, but I was wondering if it was even theoretically possible to create some sort of emulator for the PS1 that runs Namco System 11 ROMs. The CPU and GPU are exactly the same, but the SPU is different, which may make it impossible, not to mention that having to switch from solid-state ROMS to CD-ROM could cause issues as well.

What prompted me to ask this is that the Nintendont homebrew application for the Wii allows for Triforce playback.

It also has double VRAM. Anyway, in theory, yes, anything like this is possible but the system would need a lot of modifications since the System 12 is a custom board.
Development Console: SCPH-5502 with 8MB RAM, MM3 Modchip, PAL 60 Colour Modification (for NTSC), PSIO Switch Board, DB-9 breakout headers for both RGB and Serial output and an Xplorer with CAETLA 0.34.

PlayStation Development PC: Windows 98 SE, Pentium 3 at 400MHz, 128MB SDRAM, DTL-H2000, DTL-H2010, DTL-H201A, DTL-S2020 (with 4GB SCSI-2 HDD), 21" Sony G420, CD-R burner, 3.25" and 5.25" Floppy Diskette Drives, ZIP 100 Diskette Drive and an IBM Model M keyboard.
