The PSX didn't have the power to do much reflection/post processing and with good graphics. To me, it looks like the texture UV is translated/rotated just above the sword in VRAM. It's asking for a decryption key.
Any reason why no 32bit build? win32 is still being used.

scratch pad is only 1k
Dcache (data) is on the CPU, it's 4k.
It's automatically used.
I think he's talking about the GTE/CPU (maths) using the 4k so the GPU wont be blocked when drawing.
